Community Resilience Partnership

The Community Resilience Partnership (CRP), administered by the State Resilience Office within the Maine Office of Community Affairs (MOCA), provides grants, technical assistance, and resources to help Maine communities reduce greenhouse gas emissions, transition to clean energy, and prepare for climate impacts such as extreme storms, flooding, infrastructure damage, and public health risks.

Enrollment in the Partnership connects communities with funding opportunities, project development assistance, technical resources, trainings, and other support to help move local resilience priorities from planning toward implementation. Municipalities, Tribal Governments, plantations, townships, and unorganized territories are eligible to participate.

How KVCOG Can Help

KVCOG supports communities in Kennebec, Somerset, and western Waldo Counties through the Community Resilience Partnership. Through our roles as a Regional Coordinator and Service Provider, KVCOG can provide assistance at every stage of a community's resilience efforts - from identifying needs and enrolling in the Partnership to developing, funding, and implementing priority projects.

Regional Coordinator

As part of Maine's Resilience Collaborative, KVCOG provides ongoing climate resilience and energy assistance to communities throughout the region. The Resilience Collaborative is designed to help communities, particularly rural, underserved, and low-capacity communities, plan, design, fund, and implement climate resilience and natural-hazard risk-reduction projects.

KVCOG's Regional Coordinator can assist communities with project development and management, funding identification and grant writing, grant administration, procurement and process guidance, community engagement, regional collaboration, and connections to state agencies and technical experts.

The Regional Coordinator also works across municipal boundaries to identify shared challenges and opportunities for regional projects and helps communities position larger or longer-term projects for state, federal, and philanthropic funding.

Service Provider

KVCOG also serves as a Community Resilience Partnership Service Provider, providing more intensive assistance to groups of communities through competitive Service Provider Grant funding.

Depending on the available grant track, KVCOG may assist communities with:

• CRP enrollment 
• Community engagement and identification of local priorities
• Community Vulnerability Assessments
• Project scoping and development
• Community Action Grant applications

Current Service Provider Grants include a Track 1 focused on enrollment and development of priority projects and a Track 2 focused on completing Community Vulnerability Assessments and using those findings to prioritize projects and pursue implementation funding.

Communities interested in receiving Service Provider assistance are encouraged to contact KVCOG to discuss current or upcoming opportunities.

Community Resilience Partnership Enrollment

Enrollment is the first step for communities interested in accessing CRP grants and technical assistance. Communities can enroll at any time.

The enrollment process includes reviewing existing community resilience efforts, identifying future priorities, completing the Community Resilience Self-Evaluation and List of Community Actions, and completing the required local enrollment process.

Communities must update their Self-Evaluation and List of Community Actions every two years to maintain active enrollment status and continued eligibility for CRP funding. KVCOG can assist communities with both enrollment and reenrollment.

Funding & Project Assistance

Enrolled communities can pursue Community Action Grants and other funding and technical assistance opportunities. KVCOG can also help communities identify state, federal, and philanthropic funding outside of CRP that may be appropriate for priority resilience projects.

Examples of projects KVCOG can assist with include:

Flooding & Infrastructure — culverts, road-stream crossings, stormwater management, drainage, shoreline resilience, flood mitigation, and infrastructure planning.

Municipal Facilities & Energy — energy efficiency, heat pumps, weatherization, renewable energy, backup power, and resilient municipal facilities.

Community Resilience — vulnerability assessments, emergency preparedness, community engagement, resilience hubs, support for vulnerable populations, and climate action planning.

Natural Resources — watershed protection, erosion reduction, invasive species prevention, green infrastructure, and natural climate solutions.

Project Implementation — project development, scopes of work, funding strategies, grant writing, procurement assistance, grant administration, and connections with technical partners.
